I'm not really sure what anyone expected here. The type of "FGM" this cunt was performing wasn't even serious, it seems to be the mildest form possible, not even as bad as male circumcision.
The courts have their hands tied, if conservatives want to challenge this they can take it to the supreme court, but I see no way in which this is ruled against without also banning male circumcision.
I thought he didn’t address that issue, because he relied primarily on the irrelevance of the commerce clause.
Also, American courts have been happy to accept absurdly narrow logical principles when approving or rejecting laws they like/dislike. If it ever gets to them, SCOTUS would probably be happy to accept the argument that the law protects boys just as much as it protects girls from having their labia, clitoris, etc cut.
