I wouldn't be surprised if this was the result of brinksmanship on the part of the Poroshenko administration. I've always regarded them as just as dirty as the Yanukovish administration and they've been way too stubborn since 2014 than they should be, given the reality of their situation.
In the long run, Ukraine is pretty fucked. The sooner his administration accepts that, the better. They need to be angling to try to "lock down" as much of the current status quo as possible by leveraging the West while working with Russia because Russia holds almost all the cards and they are missing one crucial card: NATO membership.
This has been my summary of the entire situation - Ukraine pulled a Cuba when they should have been doing a Finland. Russians can tolerate a neutral Ukraine, but not a NATO client, and certainly not a member. This is the basic reality of things, and Ukrainians can either live with it or get fucked by it.

If they'd kept the nukes, they might have had more leverage. Or they might have instigated the first nuclear exchange/this nonsense twenty some years ago. Hard to say.
The tragedy of Ukraine is a lot worse than that. When they became independent in 1991, they:
were the Soviet industrial heartland
had ridiculously good farmland
possessed plentiful hydroelectric power
had an indigenous nuclear technology industry
an important strategic location between east and west
a large, well educated population
They could have (should have) been the Germany of the East, but Ukraine in 2018 is literally worse than Africa, still hasn't recovered its Soviet-era economy and the now AIDS-ridden and chronically alcoholic population is leaving the country en masse.
Honestly, Ukraine should be glad Russia invaded it, they have something to distract from their elite's reality-bending and mind-blowing fuck ups. If I was a Ukrainian looking back on the pitiful gains of the past 30 years, I'd be sick to my arse.
Not to say Russia isn't a shithole either, but the fact Ukrainians are fleeing towards their aggressor is nothing short of pathetic. I'm sure as shit not dying in a ditch outside of Kiev to defend such a servile and slavish 'people'.
That's kind of true of everywhere, though. Worldwide, big cities with jobs are doing well and countryside is going to shit with rusty infrastructure and rural poverty.
