I think it is disengious to say they require goverment support. There was a campaign to get computer into class rooms (just like there is now) which job took advantage of for yes but it cost the company millions. It was a highly risk ploy that ultimately work while being part plain old philanthropy.
Basically they ran a marketing campaign. Kids using free computer in school lead to buying full price computers at home.
