The only treatment with any documented success is castration, so "encouraging them to get help" is a dubious proposition, the cure would be considered unacceptable to most. It would be better to increase computer surveillance, and to instate death penalties for ones that have acted on their degeneracy in the past, and ankle monitors for ones that have been able to show restraint.
