Probably not. Bounty hunters are basically empowered to make citizen's arrests and do so for bond companies that will lose money if people disappear. They are not cops; in most places, they have received some basic training and get a certificate authorizing them to seek out people skipping bail.
The real problem is that it looks like this took place in California, and BB Gun laws are pretty strict there due to the "no fun allowed" government. As far as I know, you're not allowed to draw them or wave them around in a public place. It also looks like they repainted the orange tips black so they looked more like real guns, which also forbidden.
They'd have better luck with a taser (if they could aim one) which is generally legal unless you have a record or you assault someone with it.
I'm not sure if this entire thing counts as assault or not. They did not identify themselves to be bounty hunters. They did not make an attempt to explain the situation or to peacefully bring them into custody. They escalated immediately to a violent situation and then probably made it worse by revealing their fake guns were fake and he was at no risk of being shot with actual bullets.
