Quite a bit, that’s why the Belgian Congo was the way it is. Cost-cutting and a budget at first only supplied by the Belgian monarch. Excesses were the norm there, and human life wasn’t perceived as valuable; why purchase jails or train professionals to maintain order when ham-fisted goons to enact punishment on the spot with knives/machetes and weapons?

The consensus on how much of a net-drain it is to setup and maintain a colony didn’t come til later, after the ownership of the B.C. had switched from the royal to the people. It wasn’t well thought-out and was initiated by the king and was not an endeavor that was controlled or owned by the country of Belgium. It was a shitshow after shitshow.
