What they crave is the motivation of an authority figure. But one that demonstrates assertive but benevolent leadership qualities, not the assholes that they've normally had to deal with. They need someone to compel them into positive action.
I'm not sure how fulfilling these guys' fantasies of having a cute sister is going to improve the situation. And I've no idea what they're planning on doing with all of the female lady hikikomoris; do they get a cute older brother?
If something is not done soon, we're going to be up to our necks in a couple of decades with the rotting corpses of a couple of million hikikomoris, when their parents die, and they can't pay the bills, and eventually run out of money, food, gas, water, and electricity.
