I thought he was coming to the realization that bot views/thumbs up exist, as well as paying for YouTube to push your vids. But he's explaining it like the internet inept, conspiracy boomer that he is.
Basically channels make multiple videos on the same topic, a bot reads the script but the words and images are shuffled around just enough so YouTube doesn't strike one for copying the other. A majority of comments come from accounts with no activity at all save for that single comment, so eventually these channels are gaming the algorithm until one of them makes it onto a front page or trending tab.
Then he goes into some weird rant about this being a cyber war and how tech companies would hire "mercenaries" to fight this or something.
