I did a research paper this summer on this subreddit and there was a published study that found that 74% of attacks on Reddit came from 1% of source subreddits. I assume that subs like r/Drama are the 1%.
There are a few active mods but they are all discord chatroom trolls, probably around 10-14 years old, and they tend to ban dissidents.
I have submitted a complaint (probably along with other users) but apparently it's been going on for years. Once someone gets hold of a sub then there's nothing anyone can do to stop it from turning into a cesspool. I have taken over /r/Universe and overhauled it as an alternative to astrophysics.
