Because nobody did it for him. The tax plan and the Obamacare repeal have been Republican goals for years so the R's in Congress voted on that shit as soon as they had a sympathetic president. Meanwhile the wall is Trump's retarded campaign promise and not a key Republican policy, so Congress didn't really care about it. Daddy is too retarded to push anything through Congress on his own so no wall in the first 2 years. Now he's facing reelection and realized that he should probably get around to fulfilling some of his bigger campaign promises but lost the sympathetic Congress he needs to do so.
