The shit on the board is 7th grade max (12-13 years olds) in Russia, and we have a really shitty education system. The fuck is up with US colleges?
It's probably a remedial course, or else a very early in the semester review. People often emerge from high school with absolutely atrocious skills in the basics - my mom teaches English, you get students who successfully graduated high school who don't know the difference between "our" and "hour."
Everybody has strengths and weaknesses in school. I knew a kid in 6th grade who could do almost college level math but could barely read The Cat in the Hat. Community college classes exist to help people brush up on their weakest subjects.
