There is no shortage of what's not the problem, or what is (or might be) that is never adequately funded. There's also no shortage of insufficient evidence due to obstruction leading to the claim of insufficient evidence. As well as big money determining what is (or is not) the problem.
Hard to call it a "choice" when there's billions of dollars in marketing to sell the products and billions of dollars in lobbying to ensure that wherever a finger is pointed, it points somewhere else.
Funny how all those who know exactly what's not the problem have no interest in helping resolve the problem. Ok, not their responsibility. Don't expect that this kind of thing won't keep coming up again and again and again.
