Yeah. For games like Dota, the majors and minors host people from all over the world, meaning skill is roughly on the same level for each region's top teams.

Meanwhile in League, each region is restricted to their own cup (NA is LCS, Korea is LCK, Brazil is CBlol). And only ever get bundled in for events like the International Wild Card and Worlds. This means stronger regions like Korea end up having all the strong teams, because they're the only region where bad teams can face the best and grow as a result.
