I don't think a hunter or trapper is necessarily a sociopath because they kill and maim animals, but I think it's there's difference in degree of cruelty between hunting an animal quickly for it's meat and torturing an animal then killing it with your bare hands because it lost you money

The public entrusts the state to reduce crime by punishing those who are proven to have committed crimes. Prison terms are designed to provide the necessary time for rehabilitation and act as a punishment suitable disincentive.
None of it has anything to do with putting a timeline on when a person should be forgiven by citizens. That's not a role the state has or should have.
