Once those get big enough, they can start picking up homeless veterans, squatting houses, funding themselves with reclamation/expropriation, ect.. I would recommend doing it somewhere with a weak state -- America is too strong, as of yet. This is the riskiest option, and probably the least good of my four suggestions.
