She was absolutely to be concerned and aware of someone who circled her in a public place. That said, I don't 100% trust her narration of events because of her eagerness to jump from "somebody did something minorly weird in a public place" to the conclusion "OMG I WAS JUST ALMOST RAPED" (I know I'm being hyperbolic here).
