Trump did not order the investigation. He fired Comey for not telling the public what he was telling Trump privately: that Trump was not under investigation. Trump fired Comey after Rosenstein and Sessions wrote memos detailing the reasons Comey should be fired. Then Comey leaked his memos from his conversations with Trump in hopes of triggering a Special Counsel and AAG Rosenstein obliged.
Mueller has allegiances to Comey, Obama and Billary among others. Mueller was upset Barr didn’t expose more dirt in his statement of bottom line conclusions.
