This whole issue could be solved if people were required to carry insurance based on the type of dog they have. Adorable golden lab? 5 bucks a month. Want a pitbull? 500 a month or whatever the actuaries say.
The problem with that is there are some well trained sweet pits and some bad shit crazy labs. It would be hard to underwrite for that since people lie all the time
