UK only counts murder convictions. US counts any time someone dies and it doesn't look like accident, suicide or natural causes. I don't know where Somalistan falls on that issue though.

Since 1967, homicide figures for England and Wales have been adjusted to exclude any cases which do not result in conviction, or where the person is not prosecuted on grounds of self defence or otherwise.

That’s just a memo not an official government/police document. It’s incorrect as unsolved homicides have also been counted.

There's a big difference between murder and homicide. The vast majority of homicides are manslaughter, negligent or reckless deaths, not intentional murders. Homicide has a really high closing rate for crimes though, so I would be surprised if this made a difference of more than 20% or so. Also homicide trials take years and so essentially none of the homicides reported in the latest data from the UK would've been dropped off the list due to failure to convict yet. Unlike Americans British police don't kill like a thousand people a year, so there's not many homicides that would be excluded on those grounds. And self defense killings are a small percentage of homicides in general. And many self defense homicides from the most recent data haven't been conclusively closed either, they have this crazy policy where they actually investigate things to make sure it wasn't actually just a murder with self defense as a cover story. Instead of just letting any white guy go "Uhhhh I felt kinda scared you know" and immediately freeing him, giving him a hive five for cleaning up the streets of this inevitable future gang banger, and ceasing to infringe on his second amendment rights by rudely expressing any doubts about his story.

Context matters tho. The kids that are sent there from the UK can afford to live a middle-class lifestyle with strict schooling and strong family support. In the UK, they're living in poverty and surrounded by bad influences while their parent(s) are working too hard to look after them and probably not surrounded by extended family. Plus in better African countries like Kenya, most of the violent crime is restricted to the slums and rural areas whereas the bigger cities have a comfortable middle-class that lives with a lot of Western amenities. Education is also more valued there because it's a true privilege instead of a guarantee; the kids in the schools that these kids are going to likely take it very seriously

The article is leaving out a major reason - a lot of Somali parents worry that their children are becoming, well, not exactly model citizens. The schools do nothing, the police do nothing, their traditional child-raising practice (beating the crap out of kids who don't do the right thing) are banned. So they send them back to live with relatives in a place where it's not common practice to enable young people quite so much.

Also, they have enough money to ensure that their kid is going to a good school in a good area in Somalia.
