China has fast been an unreliable broker to the point where these governments are looking for quick ways out from under their thumb. The CCP for the life of their Foreign Ministry cannot fathom that other countries have other ways to do infrastructure.

It's a lol of a lesson for how to squander international good will and soft power.

Other countries really aren't in a position to offer infrastructure as such cheap prices, due to the years of production buildup from stimulus subsidies to the SOEs in the associated industries. There's also the fact that a lot of the Chinese companies involved in the infrastructure construction have an open spigot of cash in the form of OBOR that gives them much more room to run deficits with these projects than Western businesses could ever afford.
