That's standard and required for anyone charged under those class of laws in France. They only pursue an actual case if you're of clear mind when you committed the offense so they don't end up charging people with actual mental health issues like a schizophrenic just experiencing delusions.
I dunno about bad faith nazi, but it does tip you off that someone has listened to people who don’t know anything about the french legal system 🤷♂️ The whole thing is ridiculous, but the psych eval shouldnt be seen as a big deal.
