Yes and no. He also accused them of stealing from the poor. The actual verses where he whips them and flips the tables say

And

So I guess it's a little of both.

Little bit of both really. He flipped the tables and drove them out for both defining his father's house and stealing from the poor. Depends on the bible you're reading too.
