She's probably traveling. I carry a decent chunk of change in my pocket when I'm traveling. That's pretty normal. Leaving it at the hotel/hostel isn't safe in most of the world, you don't want it in your bags in case someone grabs them, and you don't want it in your wallet in case you get mugged. I've never carried $2000 but maybe I would if I had family.

You don't carry cash because there are no ATMs. You carry cash because of emergencies. If you get mugged and you get your cards stolen you really don't want to be out on a foreign street with $0. I've also had my cards eaten by ATMs in foreign countries. It's very normal to bring a decent wad of cash on vacation, especially in other countries.

The average mugger isn't rifling through your pockets numbnuts. They take your wallet, phone, bag if you have one and maybe some jewelry and then GTFO. It's pretty common to carry some cash and maybe an ID and credit card outside of your wallet so you're not fucked if you get mugged.
