Nah pretty much meant that if you were Russian you couldn't get Visas to playing in the EULCS. M5/Gambit had to drop out because of Russia fucking with the Ukraine and the German's wouldn't give them a visa.
The ban only applies to Syria and Iran right now, but if the U.S. enters into future conflict with another country, those citizens potentially may have their access to League of Legends revoked
