Twitter purchased Vine probably for two reasons:
Stop other tech companies from buying it
Vine was a distant threat to Twitter's share on social media users
Once the threats were gone, they kept it around until they didn't see a need for it. Tik Tok most likely won't be bought by another social media company due to its high evaluation. It will eventually go public with an overvalued stock price. Shareholders will demand an obtainable timeline for profits. Users will get annoyed with the addition of more ads. User information will be sold to data analytic companies. Users will freak out, the stock will dive for a bit and then recover. Another Comp/Sci nerd will create another similar social media platform promising the same concept scaled for 5G streaming and it will either succeed on its own for 5-10 years or get bought out by a more established social media company.
