Lets ban all predatory animals starting with bears or put their trainers in jail for the actions of an animal with its own mind. Exactly. 99% of people who are "scared of dogs" are just bad with dogs; they act fearful and suspicious so the dogs won't trust them. They try to hide when the dog barks, so the dog continues to be a threat.

I always act fearlessly and like I belong, I let the barking dog know I'm bigger than it and go into it's space, make it clear I'm friendly by talking in a calm, high pitched voice, and after 5 minutes 99.9% of the time I've made a new friend. You just have to understand dogs and be nice to them and they'll be nice to you.
