Definitely, it adds and modifies so much it could be considered an expansion pack on its own. IMO it is to Brave New World what Brave New World was to vanilla Civ V. I honestly cannot imagine playing without Vox anymore it's that great, especially the smart AI. Fair warning, because the AI is way more intelligent you're going to want to bring the difficulty down at least 2 or 3 levels, it's much harder.
