I'm primarily referring to the first three Bas-Lag yeah. I can also compartmentalize pretty well, and it didn't detract from the writing, worldbuilding and characters to the point it harmed those books (in my opinion anyway). It didn't commit the unforgivable crime of slipping over the line into didactic fiction - which is a frequent offense of L-sided P-slur writers.
Never touched The City and the City, so I can't comment there.
