It is underfunded but that wouldn't be so bad if universities helped out more with internal funding/took less in 'overhead' from outside grant funding. The amount of time a researcher must dedicate to applying for funding is insane vs how much time is actually spent doing the work, and it gets worse every year, leading to further inefficiencies.
