Oh come on, quit trying to peg the bystander effect as an American thing. This is a well documented phenomena where people are less likely to help when others are around. Ambiguity, group cohesiveness, and diffusion of responsibility are all forces behind this effect.

People likely did not see a lot of what happened as most were probably focused on the flag. Sudden mob retribution is only something that happens regularly in the movies. Most people are not prone to sudden violence against another unless their own safety is under threat so people weren't going to just jump this guy.
