America needs to get their shit together and make this kind of stuff punishable.
Germany had a tough past with nazism so in order to shed their skin of their awful past, if you do anything related to it, it's punishable by law. Just the other day they put some dude in jail for doing a nazi salute, even while drunk.
America should do the same to quell the numbers of racist. Charge this woman with public disturbance or something. Fine her. Show others that it's not okay to act like a trashbag, and that it will have consequences.
