They can only be responsible for 100% of the murders obviously. So if we lived in a 60% black society, the ratio of black population to black percentage of murders would immediately drop dramatically even without any real change in actual black murder rates.
Literally the statistic is designed pretty much to make any minority stand out dramatically. This is why it is used. It is used by white supremacists to imply massive black on white crime when in actuality to vast majority of black crime is black on black and black on white crime is a non issue.
