That's certainly been the case since they made the default front page look like Facebook. Most threads get drive-by upvoted now. Just look at the number of upvotes one can get by posting a shitty meme pic vs a text post.

It has been the case for at least a decade, but due to the improved discovery features it's now harder for subreddits with themes that could attract large groups of people and ultra low-effort content (i.e. most subs) to become or maintain real communities.
