The image noise is coarse and filled with chromatic (colour) aberrations, typical of a phone camera with a small aperture working hard in low light. Also, it has a 'smoothed-out' appearance, suggesting the presence of noise-reduction/image softening software which tends to be more common on consumer-grade camera equipment.
the most damning piece of evidence is the metropolitan police copyright notice. Zoom in on this and you'll see that the notice is very pixelated and doesn't match the wooly grain of the photograph at all. The authentic mugshots all have much greater continuity between the image and the copyright notice, probably because they have been compressed several times on their way to press release (leading to a consistency in image noise across the whole image) instead of being directly uploaded to twitter
