If they are concerned people can't afford the fares, then give high school students or whatever free passes. Saying, you're poor so you can steal without consequences is a bad message to send. It gives people entitlement they shouldn't have and takes away their dignity.

When I spent a week in New York I constantly saw people fare evading, but I just ignored it because I’m not a snitch and it wasn’t worth the time. The only time it made me angry was when people would send their young kids that could crawl under the turnstiles to open the gate, one time the kid just flat out kept walking in the other direction and a dude had to scoop him up and give him back to his parents

Because you can evade fare 20 times without being caught. If you want cops to lose all their money and starve, stop committing crimes.
