Both can be true. I've noticed this "Well then you should not break the rules" talking point is specific to a certain demographic of Westerners. They are fond of skipping over what happened that lead to the enforcement of the rules. Like "they were deported for clear violations of immigration law" not "their employer called US ICE and had them deported rather than pay them." Since they are exactly the sort to call ICE when a neighbor forgets their place.
