What do you get with this new brave family that moves in? One less family that will set the abandoned house next to them on fire. I don't think too many residents of the hood care about families moving in. More the issue I see is that big money developers come in (usually from out of state) and zoning changes that help those companies but really fuck shit up for the hoi polloi.

The other type of where the city organizes to move a bunch of people out and bull doze the area for something that helps everyone. The prime example of this is Nationals Park. They bulldozed a legit ghetto/warehouse area of the city that look like dystopian gotham to give the city a huge investment. Neither of those things are bad, unless you indulge in the bigotry of low expectations.
Sports arenas are hit and miss when it comes to surrounding knock on investment (usually it's surface parking that kills whatever benefits could be leveraged). A city close to mine went the "push the poors, put up luxury rentals" and while it's new it's so fucking sterile. My city has been trying to match renters with financing and training to help buy their own houses, I haven't checked up on the success rates in a while but seems novel.
