Dude I just read that thing and not only does it erroneously jump to a bunch of conclusions it is trying to disprove racial hereditarianism by affirming racial hereditarianism. It breaks things down even further into different African tribes and shows that some ethnicities have higher IQs and perform better than others. This actually stands to reason from a genetic standpoint because there is more genetic diversity between tribes in Africa than between all other races and the Africans they descended from. It's solely focused on "blacks" performing better than "whites" and doesn't even mention the actual genetics involved in making up those groups and subgroups. This is where the race-realism shit gets twisted. I'm not trying to assert that blacks are inferior to whites and that whites are inferior to asians. I just want people like you to admit that there might... there just might be a genetic component to brain functions like intelligence and behavior. That the same evolutionary forces that made some groups of people tall and others short may have had an impact on brain development as well. For all we know the Igbo tribe of Nigera are the real superhumans.
Neck-down evolution is not a thing. Anyone who pretends it is is either being disingenuous or retarded. This shit is going to have a tremendous impact on peoples lives in the near future. Before long people will be getting their genomes sequenced when they go to the doctor so that health treatments can be custom tailored to their specific genetic makeup. Not long after that they will be getting their genomes sequenced by psychiatrists so that their mental-health treatments can be custom tailored to their specific genetic makeup. It's coming and I don't see why people like you are trying to stymie it because it makes you uncomfortable. It's going to be a good thing.
