Looking at that list, it seems like most of the action figures that released alongside or shortly after the film were the core characters plus the Jawas, Sand People, and the bar characters. So maybe you're right about the Jawas being New Hope's Ewoks, though they never really struck me that way. On the other hand it took them two years to make a Boba Fett figure and he's pretty much the definition of action figure bait. Obviously Lucas wanted to make money off of merchandising (that is why he took a pay cut in exchange for the rights) but I don't think merchandising influenced the first two films as much as it did subsequent productions.

I guess Jawas just fit into the story a little more organically tech hermits on a desolate planet make sense and they help move the plot along nicely. Ewoks are weird little bears that are heavily implied to eat humans (stormtrooper helmets being used as drums at the end get a little darker when you consider they were planning on cooking everyone to start with.) That take up way too much of the screen time taking down what is meant to be a real threat with sticks and gumption.
I think the problem with Ewoks was the dissonance between their role in the film and their appearance. They 100% eat humans, and we're supposed to believe that they're savage warriors capable of taking on storm troopers despite their lack of technology. Which would have been believable if they'd actually looked the part. But instead Lucas decided teddy bears would sell better, so all their scenes become goofy and their victory becomes unbeliveable and drags down the Empire.

Disney’s response has been to make the Mandalorian, a show completely detached from the main plot (so they can’t complain about characters or plot threads being disrespected) with a cute baby that evokes nostalgia for the old Star Wars. Hence, the Yoda baby. Given that it exists only for the purpose of damage control, it’s not surprising that the plot and characters of the Mandalorian are so hollow.
