It's the context and type of eye contact, along with the positioning of their bodies and the rest of the situation. Calling it "just eye contact" is kinda oversimplifying it.
Like if a guy came up to you in the woke bathroom and made eye contact with you through the stall door gap, and held it for 3 seconds while smiling, I'd count that as sexual harassment.
