I think I figured out how he could have done it. If he decides to use Tor, but wants to keep the benefits of his own location he could restrict his potential exits to the point where only the one he's running fits the criteria (I think this is possible, not 100% sure). That means his traffic would enter the tor network through some guard node and bounce around the bridge nodes eventually looping back around to exit through the same place it started before heading to its destination.
Alternatively he could have fallen for some scam call and tweeted about it because they had him completely fooled.
