A lot of it is the lack of formal education. Underdevelopment leads to shit education which leads to more people doing retarded shit which leads to less development. It's a vicious cycle. It's sad that it happens, but it's just one big positive feedback loop that is really hard to break.
We're talking about a country whose citizens immune systems very well could have fought off the plague in the past few years. It's going to take more than a superflu to take them down.
