Many land-owning rural poor people would sympathize with other poor people being stripped of the right to vote, especially when they almost all have relatives who live in cities, and some rural poor people do not own land. Even excluding (for whatever reason) the urban poor, there would still be a large amount of people against the disenfranchisement.
