Basically the reason why Western militaries like the US aren't concerned about transgendered personnel is that the standard screening necessary would flag them for any number of other reasons besides being transgender.
At least for the US, you need to be a US citizen or green card holders, have a high school diploma, pass an intelligence exam, pass a physical, have a clean medical history, have a clean legal history, and be able to perform a number of physical tasks.
The last time I looked for up, less than 30% of Americans that are the appropriate age would even remotely have a change the quality.
History of self harm, eating disorders, certain medications like for ADD, all of these things are baring. Heck, a GED is disqualifying now.
So in reality, it's an unnecessary ban. It's harder to qualify for the military than it is to get into a US college.
