We should also consider just randomly expelling people, like have a lottery, and just randomly expel whoever loses. Since lower population necessarily = higher wages. The higher your population, the lower your wages. There's like a set amount of wages in the world which all your population shares necessarily, it's per nation, it can't be changed.
