Countries spend tens of billions hosting events such as the Olympics and World Cup to increase their "brand". No Olympics since at least Sydney 2000 has actually increased the amount of tourism. There's a spike for a couple of weeks but overall its down. As people who don't want to visit the Olympics. Don't wish to be price gouged for an event that they're not going to see. And visiting a city hosting the Olympics but not seeing the Olympics makes you look a bit stupid.
