I never understood why we should want more turnout. I'm perfectly ok with people who can't get an ID within 4 years not voting, they probably don't have anything to add to democracy.
Not just too dumb, too poor. I get that y'all like this kind of shit but there's no shit real efforts to prevent subsets of our population from voting.
