nah it's most likely there was a theme to the assignment and the twitter guy missed it. There's usually no such thing as an assignment where you can do whatever you want.
It's meaningful but it's insanely basic. You could make one of these in 10 minutes in Photoshop. The lines going up and down aren't really meaningful because you only know that they are the person's voice because xe told you that. Plus those lines only regard volume and not the actual tone and sound of someone's voice. It could have been a recording of a construction site or a fart and nobody would be any wiser
