After having a family member brutally attacked (not just bitten) by an off leash dog, I’m ready, willing, and able to see to it that leash laws get enforced. I personally think citizens should have the right to kill off leash dogs on sight. Leash laws aren’t just technicalities. I don’t want to meet your dog.

The treat method works because people are afraid of what you're going to do. Are the treats going to make the dog sick, are they going to lure the dog somewhere else? And saying that she's not going to like what he did emphasizes that it's a threat. Yes, it does remind people that there's risks to your dog too being unleashed, but it's still a dick move.
He could've told her that he was from the Audubon society and explained to her the importance of not having dogs in the area, but then he wouldn't have gotten a fun video.
