As an avid cyclist and former professional mtn bike racer, your disdain is misplaced.
Especially in urban environments, a skilled cyclist can often move and position themselves much more quickly than any other form of transit other than feet, plus a bicycle can be a formidable weapon in and of itself when wielded properly. It has reach and mass enough to be a shield and offensive weapon against a potentially dangerous foe.
I've fought off packs of chasing dogs numerous times just using my bicycle itself as a threatening weapon.
Oh yeah, and don't forget the guns and tazers they probably have, too.
